Regulations, Safety Standards and Hydrogen Quality

Réglementations & normes hydrogène

Objectives

This training course will help you understand the challenges related to hydrogen (H2) safety, as well as the associated regulations and standards. By the end of the session, you will be able to better identify risks, regulatory requirements, and the specific standards applicable to H2 systems across various sectors.

Introduction – Why Hydrogen?

Initial quiz to assess current knowledge

Safety Challenges of Hydrogen Systems (H2) – H2 Properties and Their Impact on Safety

  • Physical and chemical properties of H2: flammability, high pressure, cryogenic behavior, material compatibility, etc.
  • Identification of associated hazards and risks
  • Links with regulations: REACH, SEVESO, and other applicable standards

Typology of Hydrogen Systems

  • Production, storage, and packaging
  • H2 transport and distribution
  • Industrial and mobility applications

Regulatory and Standardization Challenges – Global Regulatory Framework

Overview of regulations applicable to all hydrogen uses:

  • Introduction: objectives of standardization vs. objectives of regulations
  • Worker protection:
    • OSH Directive + Labor Code
    • Prevention plans
    • Explosion Risk Assessment Document (DRPCE), ATEX zoning, mandatory application standards
  • Design and commercialization of H2 equipment:
    • Machinery Directive + Labor Code
    • Pressure Equipment Directive (harmonized standards) + Environmental Code
    • ATEX Equipment Directive (harmonized standards) + Environmental Code
    • Other directives: Low Voltage, EMC, RoHS, EcoDesign, etc.

Specific Regulations for Industrial Installations

  • Classified installations for environmental protection (ICPE):
    • Links with the Environmental Code
    • Environmental authorization, registration, declaration
    • Safety distances
    • Standards and links with SEVESO Directive regulations
  • Industrial Emissions Directive (IED)
  • Additional aspects:
    • IOTA (Hydrogen Infrastructure)
    • Urban Planning Code

Introduction to Regulations on Hydrogen Transport and Pipelines

  • H2 transport by road, rail, inland waterways, and maritime routes
  • Regulations governing H2 pipelines and the European gas network single market (TEN-E)
  • Regulations applicable to H2 vehicles

Standards Framework for Various Hydrogen-Related Sectors H2 Safety

  • General safety principles and safety distances
  • Specific standards for industrial sectors, HRS (Hydrogen Refueling Stations), and automotive applications

Standards applicable to different H2 equipment

  • Fuel cells: IEC standards
  • Electrolyzers: IEC standards
  • Cryogenics: IEC/ISO standards

Introduction to standards for subcomponents

  • Valves, tanks, relief valves, pipes, pumps, compressors, hoses, etc.

Practical Case Studies

  • Design and commercialization of fuel cells: standards and regulatory requirements
  • Use of hydrogen in an HRS station: safety practices and standards
  • Design and implementation of the hydrogen installation at our Francazal site
  • Reflection on the design of a hydrogen installation at your own site

Final quiz and training evaluation

No specific prerequisites are required to attend this training course.

  • Industry professionals, engineers, safety managers, regulatory experts
  • Anyone wishing to deepen their knowledge of hydrogen and safety

Project Engineer / Technical Business Engineer

  • Theoretical presentations illustrated with practical case studies
  • Interactive discussions to better understand regulatory challenges and applications
  • Case studies for direct application of learned concepts

Assessment at the beginning and end of the training session, quizzes, etc.

5 working days before the start of the training course (for OPCO-funded training).

A training certificate compliant with Article L. 6353-1 paragraph 2 will be issued to participants.
